关于二手旧货（衣物、包包、鞋子等）海关出口政策收紧通知

致各位顾客：

目前中国海关对二手旧货（旧衣物、旧包包、旧鞋子等）的出口监管已全面收紧。

【最新发货调整及要求】
在此期间建议客户避免大量发二手衣物类货物，避免因资料不全造成货物滞留或产生额外损失。如需发货，必须配合提供以下证明资料：

1. 若目的国要求清洗/消杀：双方合同协议上必须注明“清洗、消杀符合进口国要求”，且客户须提供规范清洗、整理过程的证明照片。
证实旧衣物经过规范处理，具备正常使用价值
2. 若目的国无清洗/消杀要求：须由买方出具该国不需要清洗、整理要求的官方相关证明资料。
*注意：外商单方面出具的符合性声明，海关一律不予认可。

Tightened Customs Policy on Second-Hand Goods (Clothing, Bags, Shoes)  Notice

Dear Valued Customers,

According to the latest Customs briefing, regulations on the export of second-hand goods (used clothing, bags, shoes, etc.) have been tightened to prevent the export of textile waste. 

[Latest Shipping Adjustments & Requirements]
We strongly advise customers NOT to ship in large quantities for the time being to avoid potential delays or unnecessary expenses. If you need to ship, the following compliance documents must be provided:

1. If the destination country requires cleaning/disinfection: The trade contract must state "cleaning and disinfection comply with the destination country's requirements," and proof photos of the cleaning/sorting process must be provided. Proof of second-hand/old clothing have been cleaned and still have value for commercial purpose.
2. If the destination country has no such requirements: The buyer must provide official documents proving that such cleaning/sorting is not legally required by their country.
*Note: Self-declarations issued solely by foreign merchants will NOT be accepted by Customs.
